Cognizant — haven't received offer letter even after a month

Hi,

I have attended interview on april 17 at thoraipakkam cts tco. I have cleared all the interview process as well as salary negotiation with hr. Hr said the offer letter will be rolled out in a span of week. I received cognizant interview status - select mail and invitation for live interview with cognizant (I have submitted the cis form as well). But i didn't receive the offer letter.
So i raised an inquiry through cognizant portal regarding the delay in offer. Worst part is the hr replied to the inquiry ticket saying that the position is fulfilled and they may reach me if there is new openings.
