Cognizant — offer letter not released 2018

My name is niranjan kulkarni & i was interviewed recently on 11th august 2018 (I traveled all the way from mumbai for the interview) @ cognizant pune sb road office for sap fi technology. All rounds cleared salary discussed but they have not released the offer letter yet. Recently my referrer checked the status and it was waiting bu hr approval today it is 1st sept 2018 but i've still not received the offer letter. Few years back it was sufficient to clear rounds to be eligible to join any company but now that also is not sufficient i guess... Because on enquiry i came to know that they don't have projects and they will release offer letter once they got projects for allocation... My question to you guys is why do you hire candidates in mass when you don't have projects... Nice pass time organisations have discovered to play with candidate's emotions... Keep it up... I hope someone from the 'hr' team answer my question... Earlier this year when i attended the interview at hinjewadi location that time also i cleared the l1 round and due to non availability of mangers for l2 round the 'hr' asked us to leave promising us that the interview will be arranged next week which never happened..
