Cognizant — regarding offer letter update from cts

I was interviewed on aug 23rd 2018 at bengalore - manyatha tech park, had completed all the rounds including hr. I was informed that offer letter will be released in week. Still i have not received offer letter from cts. I have attended through consultancy, i have following up with them, i am not getting proper response from them and saying, they will send offer. Hi,
I have attended on 18th August still i didnt get offer . When contacted hr, he say offer is on hold as they don't have business as the notice period is 3 months. I think it's waste to wait for long time hoping to get offer.
