Cognizant Technology Solutions — offer letter not received from cts as hr promised

I attended an interview at cts manyata tech park bangalore on july 20th 2019 and cleared all the rounds. At the end hr informed me that i will receive my offer letter in two week but i haven't received yet. Meanwhile i received an email from cts talent acquisition to upload my photo in one of their portal. After that, i haven't received any updates. I have dropped several mail but received no update from them.

I got the offer letter from Cognizant on july, 18th 2019 but did not received any welcome mail from cognizant to accept the offer letter. I don't know what should i have to do next. Please help me out with this situation. If it is possible then please send me that welcome mail again. I already mailed you many times but no response from your side.
