Adhar Card — frequently change date to issue token to submit aadhar card

my aadhar card area WARD NO.12 g.i.d.c.makarpura vadodara gujrat state.earlier on notice board for aadhar card token issue on date4.10.13. now on notice board token will be issued on 18.10.13.so wastage of my leave and time both days.also only one person at window to receive filled form.and he is not talking with people in respected manner.also their is no any telephone number for complaint on notice board.photo of notice board attach herewith.
