auto gas — Cheating in scale

I had Maruti car (GJ 23 M 4617) which has capacity of 22 Litres of Auto Gas tank and i had fill so many times from bottom to Full at different pumps/fuel station its get full at ~22 litres but yesterday at "Shreenathji Auto Point" (IOCL) pump, opp New cotton Mills Gate, A E C road, Amraiwadi, Ahmedabad. They had fill 23.92 Litres in my 22 Litres capacity Tank and after complaint to authorise person they reply that its not our fault you can complaint any where.
Please do needful and try to protect other coustmer.
