BSNL — Change of talk-plan

On 8/10/10 I noticed that my outgoing calls are getting charged at 90ps instead of 20ps. I checked to find out that 'Sumo Power Pack' got converted to 'Excel Powerpack_KTK' without my knowledge. The validity of my Sumo PowerPack was till 30/10/10 so I don't know how and why it converted to a different and high-call-rate plan. I called BSNL and dealt with inefficient customer care who told me that the problem will be rectified. I used to recieve SMS asking me to recharge for Rs.301 to remain in the same plan (Sumo). So I thought that by doing that recharge I would be taken back to Sumo Power Pack. I recharged for it but still it's Excel PowerPack. I made several calls in between all this but BSNL refused to give me a complaint number. They said that "BSNL will rectify the problem and call me back". It never happened. Finally on 10/10/10 I lodged an official complaint. They said my problem will be fixed within 24 hrs. I called again, they said "it's not yet 24 hrs pls call aftr 24 hrs". I called after 24 hrs but now they told me "wait for 48 hrs". I'm getting totally fed up and harassed by thier rude customer service. Now it's more than 48 hrs and I'm paying such a high rate still for calls and SMS. Where should I go and how shall I take action? Not only should my credit be refunded but I should be compensated for this harrassment. And I do not want BSNL service anymore. I want to bring to notice this kind of treatment meted out to BSNL customers.
