BSNL Broadband — Browsing &Displaying of Account Usage

I have a bsnl telephone connection with internet connection. I am facing following problems in the net.
Net is very slow
Over billing
Not able to get the details about the usage.
Like to to change for a better plan.
Request you to recommend/suggest a better plan
Does plan 199 suit me.
