I have continuous followup with BSNL exchange, but no one is attend my complaint.

My tel line is always Dead atleast 10 days in every month. Without going personally to the office(exchange) it is never restored. Nobody is there to attend the complaints as complaint lines are never attended. Who is there at highr up to solve this problem as I am thinking of disconnecting the service with this last effort.
