BSNL Landline — Phone dead/Instrument faulty

My BSNL Landline no.[protected] is not working from Sept 2010, Intially it was dead because of the work on road undertaken by PMC,now many connections in my buildings are working but not my number already made complaint but not entretained.Though the phone is not working I Have to pay the bill,Why should I pay the bill is there any waiver of rent in the period when phone is not working.Suggest some way . I am thinking of disconnecting it.
