BSNL Mobile — wrong recharge

I saw the plan of Rs. 500 unlimited bsnl to bsnl calling on http://www.bsnl.in/service/tariff_excel_pre.htm#RC
here it gave recharge with the top up voucher and will get the scheme.
I did so but only got the balance of 453.31 instead of the scheme.
Company it saying u shoud recharge under Recharge voucher category not under Top UP
Here two thing apply
1) recharge voucher is fixed voucher of 110, 220, 55, 550 so not possible to do it under that category
2) its mentioned on the website that it should be top up voucher
I did what was only possible and mentioned still I didnt get the benefit of the scheme and also the cc executive Jayprakash Makwana was rude.
