BSNL — not get the talk time which mention on the top up

Sir today I bought a top card of bsnl company for rupees 55. According to top up card I should get talk time of 49.86 but the service provider give me only talk time of 45.20. After this I concer with customer care executive he reply that taxes increase. So I want to told that if tax increase than they should mention on top up card I just bought the card to see the talk time. I don't know that how taxes increase I just want my reamaining talk value and I just wast my 2-3 hour in this process.
