BSNL — unauthorised deduction of money

Dear Sir,
my name is vijay kumar patel and i complained about BSNL telecoms service to unauthorized deduction of money in term of service pack.
i am suffering from many times in last five days. they are start these service without my permission and deduct the money. i am complain four time but they did not work. they give me a docket no. I29UE302832, I29UE302850, I29UE306485, J03UE305181.but after that they also deduct the money.
