[Resolved]  Building — Fraud in New building

Dear Sirs / Madam

I have purchased building through builder Mr Shahul Hammed S/o Mr.Hyderali, E216 MMDA colony, Chennai 106 at 2/1020, 2nd block, Mugappair West, Chennai 600 037. Registration on 23rd Nov 2012 at Konnur registration office.
Before registration he has clearly declared all the documents like drainage and Electrical dues etc., and recorded in the registration paper and he signed on the registration document. After 2 days Drainage department came to my home and dry to disconnect the drainage connection due to Drainage dues Rs 11000/- past few years. I discussed with Mr Shahul Hammed over phone, he is not answering properly and he finally said, I am not responsible for the all the dues.
Electricity connection Problem
Electricity connection name in Mr Mohan rao who stayed in 1996. After that land handed over to 3 persons. Now Electricity department person asked Mr Mohan Rao signature. It is not possible to get signature from Mr Mohan Rao. I don’t know his address.
Kindly advice, what will do further?
Some one, concern department person take appropriate actions for him.
Further don’t buy any buildings from Mr Shaul Hammed…
