Cheque Bounce — Person absconded, his cheque bounced

Gave me cheque for 5100 and it was bounced.
Person is not picking up the call.

We received a cheque amount 3250/- from Sri Aurobindo college for my sisters Intermediate scholarship

This cheque has been bounced twice in 20 days, We called the college people they said that we need to wait for some more time to clear of the cheque

We don’t have that much of patience to wait, So we want to complain a case on this issue, could you please assist with us

I have 3 connections in my name,and i gave a cheque for payment which i for got to sign.The collection counter people are so careless they did not mind to remind me insted they took the cheque from me.Now on 22 i recived a call from tneb office stating that mty cheque has bounced and i have to pay my bill with fine.Now when paying the fine i gave single cheque for payment i added the amount of all the connections and made the payment in single cheque.But now when collecting fine they are collecting fine amount and CHEQUE BOUNCE CHARGES FOR AL ALL 3 CONNECTIONS,whereas i have made payment through single cheque.

i have received a bounced cheque dated 8th Oct and asked a lawyer to send out a notice to the issuers of the cheque. but the lawyer is making a delay and have not send the notice.

so not without expecting lawyers help, can i send out a notice by myself and file a complaint inspite of 15 days after the cheque bounce. is it mandatory to send out a notice within 15 days or can be send at any time. Please advice as the amount i have receive is quite large.
