City Survey Office — Mutation Process Problem

I Kajal Chakole resident of Narendra Nagar Nagpur had an agreement to purchase a property at Adhyapak Nagar, Plot No.11, Manewada, Nagpur on 24-Feb-2012. The owner had agreed to have the sale deed within 3 months from the above given date along with all the correct documents including the NOC from required authorities and Property Certificate from the City Survey Office. But now its been more than 8 months but he dint got the Property Certificate from the city survey office. The reason he has given that he has registration of the property from the corresponding Society which now has been closed and instead a new Kruti Samiti has been opened. And now the officials at City Survey office are denying to do the mutation on the owner's name as there is already a C.S. No. registered in the name of Kruti Samiti for that property. Please guide me what should be done in such cases. I have given half of the Sale amount to the owner and now the sale deed has been too much delayed.
