[Resolved]  Cooperative group housing society, Delhi — Seepage in bathroom ceiling

Hello,

I have been facing a certain problem for the past few years, and would like your opinion on what is the best way forward.

We stay in a society flat in New Delhi (Cooperative Group Housing Society).
The ceiling of our bathroom has been affected by seepage for the past 3 years.
We have written numerous letters to the Society stating this problem, and asking them what can be done in this regard.
After almost two years of writing letters to the Society, they finally wrote a stern letter to the owner of the flat above us (occupied by tenants) asking them to repair their bathroom, as the Society believed that the seepage problem was stemming from their bathroom.
The owner carried out some repairs, but the seepage problem persisted.
A few weeks later, we again wrote letters to the society saying that the seepage problem has not been solved.
The Society said the seepage problem is due to pipelines in our bathroom being worn out. It asked us to repair our bathroom. We did so.
The seepage problem still persists. I personally believe the water is from the bathroom of the flat above us, but I think water can probably seep down from the bathroom of any flat above us (we stay on 1st floor and there are 8 floors above us).
Now the society is saying that it is not the society's responsibility to solve this problem since the seepage is from the flat above us. It is a problem which I have to solve after negotiating with the flat owner above us, and the society will play no role.

What I want to know is:
1) Is the society's claim true? That the Society is not responsible for this problem, and we have to solve this after negotiating with the owners of flat above us? Can the society wash its hands off this problem completely?
2) What should i do now? I'm 60 years old. I lost my husband 2 years ago and fighting this battle alone. It is of great mental stress to me to see my house being damaged every day due to the seepage. What should i do? whom should i approach?
