Arbitrator have started hearing next meeting on 7th Apr2016 . Arbitrator is not listening to anybody

The saddest part is that even the Supreme Court of India is talking so long to give verdict. An inquiry by a retired Judge of High court has already supported the claim of the original owners after holding an inquiry commission. What was the need to have a second commission, and that too a period of nine month is given to the commission. Do these Judges really care for the common man ???????. I had purchased the plot in 1987.
My father purchase 100 square yard plot from Durga Builders pvt ltd on 1984 via installments, I have receipt of every installment from Durga Builder along with Registry from UP registrar office, location of plot is Ram Pur Extenssion Loni Road, please suggest we I can do.

She has receipts of every installment from Durga Builder, location of plot in Okhla enclave near badarpur on Delhi/Haryana border, please suggest me what I can do.

Can anyone tell me do we can file case of petition on this now also as we had paid full amount and had all valid reciept but we had not filed any case yet had wrote letter to them several times but no answer on that. Can some advice to get my father's dreams fullfil is there any way to do ?
