Hindustan Petroleum Gas — Treatment of Consumers

I am having gas connection with Hindustan Petroleum. I live in Thiruvanmiyur, Chennai.

I am so upset of seeing the attitude towards the customer in Thiruvanmiyur Branch, Chennai. The Dealer Name is Jayalakshmi. Whenever I go they wont talk to the customer politely. They are not giving proper information about anything. If I ask for that they are answering me back by saying it is not our headache. They are using rubbish words to the customer. My opinion is, its there duty to answer our Questions. Rather they are saying you are not the only customer to us... answering your questions. Actually I asked what are the documents I need to submit to book the cylinder. Its there responsibility to explain us. Rather they were saying that why cant we ask them.

Please look into this matter and take some action.

With due respect I am the holder of consumer no 612904(Reg. no 9954170 dt[protected] under the Distributor of Tapan Saha(code-965710) of M/s H.P. Gas Centre, B.T.Road, Panihati, North 24Pgs, W.B., resident of Naba Kamar Gati(Naba kumar Garh), P.O.-Jugberia, Via-Sodepur, North 24 Parganas, Kolkata-700 001.Last gas cylinder supplied me on 04-09-08 and I have booked for next cylinder on 27-09-08 physically at Panihati office(no function was working of IVRS for booking).I was making phone form 15-10-08 onwards and several times requested at Panihati and Jugberia(godown-maximum time locked the offfice).Ultimately the cylinder was supplied on 07-11-08.
Next time please send me the cylinder in time.

Several times made prayer to the distributor for double cylinder but they are not taking any action against this matter.
Please make all the necessary action to get me one more cylinder in my name.

Mr. Hariharan is my relative and he is the consumer of your LPG service. His consumer No is 606858 and his connection is with Muthu Gas Agencies, Natesan Nagar, Puducherry.
He already has another LPG connection with IOC through their dealer M/s Ranga Agencies Puducherry. As per the new rules, those who hold more than one gas connection in their names are asked to surrender one connection. As such, Mr. Hariharan, who has two cylinders with IOC has chosen you surrender your gas connection.

Since Mr. Hariharan was professionally engaged and his office timings clashes with the timing of Muthu Agency, requested me to enquire about the procedures of surrendering the gas connection to your agency.
As such, today i.e. on 19/11/2009, at around 3.00 PM I went to your agency M/s Muthu Agencies to enquire about the procedures to be followed in surrendering the Connection. The staffs at Muthu Agencies were very rude to say the least. When I asked them to provide me with the information on the steps to be taken for surrendering the connection, they demanded consumer number to me. I told them that I do not remember the consumer number immediately, but since my queries were limited only to the procedure of surrender I told them that the can give the said information even without the number. But, to my shock and surprise, the staffs at Muthu Gas agency refused to even talk to me on the subject, unless I give them the consumer number. I told them that the customer Hariharan is my close relative and I have come only on his behalf. But they treated me very shabbily. I then met the Manager to obtain details of procedure to be followed in surrendering the connection.
It is most unfortunate that even the manager refused to divulge the procedure unless I give the consumer number. He was very rude and arrogant and refused to offer me even a seat to sit. He just dismissed me from his presence without giving me any information telling me that he can talk only if his customers come personally and not to third parties like me. When I told him that the information I am seeking is not confidential and he is duty bound to give me the details of surrender procedure, he got wild, picked up quarrel with me and directed me to give a complaint with you. When I asked your address for lodging a complaint, he refused to give me even that.
I am shocked and dismayed by the kind of response and treatment I received at the hands of your agency. I am at loss to understand, why the agency could not tell me the procedure of surrender, without the consumer number. I do not understand as to what is so confidential about it. As a relative of the customer, I had every right to demand information even without disclosing the number. Infact, I gave the name and address of my relative Hariharan and asked them to check their computers to find out the number. But they refused to do that and demanded that I furnish the number.
M/s Muthu Gas Agency was bound to give the requiste information on surrender of cylinder, when I requested the same on behalf of my relative. They cannot demand that they will talk only to their customers and only if consumer number is furnished to them. I am not aware of any such rules, laws, regulations or notifications which mandates disclosure of information sought by me only to the consumer and only on furnishing the consumer number.
You are aware that now it is compulsory for the customer to surrender extra gas connection to have uninterrupted service. Even Ranga Agencies has refused to give Mr. Hariharan the cylinder unless he surrenders the gas connection with Muthu Agencies. Thus Mr. Hariharan is in immediate need to surrender the connection with Muthu Gas Agencies. Your agency is unnecessarily made me and my felative run from pillar to post even for getting the information on procedure of surrender.

The staffs at Muthu Gas Agencies has misbehaved with me and has treated me shabbily for no reasons on unreasonable and unacceptable grounds. They have practiced unfair trade practice in making unreasonsable demands for which suitable action is required to be taken at your end.
I request you to take up my grievances with Muthu Gas Agencies and take appropriate action against them for disrespecting the customer, denying information which they are bound to disclose on unreasonable pretext and causing mental agony and pain to me.
