Income Tax — income tax not paid

dear sir,
Mr iftekar agha khan residing at 8th fl, c wing, dosti avenue, nr safed pul, d'souza nagar, sakinaka.have an income of more than 40, 000 per day.this person has been avaiding tax.
details of his properties are,
1)5 flats at dsouza nagar & chirag nagar.
2)6 shops at dsouza nagar & chirag nagar.
3)gifted a flat & shop worth Rs 50 to 75 lacs to his daughter in wedding.
4)spended apprx 25 lac in his daughters wedding.
5)hav several benami properties in his wife's, brothers & inlaws name in delhi, pilibhit, lucknow & mumbai.
