Sir,I am Rashi Garg resident of EA-1/75, 1st Floor, Inderpuri, New Delhi-110012.We have been reading TOI since 5 years .Initially we started this paper as there were many goodies attatched to it.We have enjoyed a couple of gifts from TOI, but never we have recieved on timely basis.Only when we asked to the vendor then is when we have recieved.Now its almost more than 18 months we havent recieved.Now when we ask the sub-vendor he quotes that the goodies are not being released by vendor itself.So would request you to pls take initiative for this.Thank You!

We too had bought the chingu blanket along with the 5 free gifts for 6600+500. We received the package and all the material were the same which we had chosen at the shop. But we don't believe that anyone will come back to take the blanket after 21 months and or refund 90% amount as assured by them. But as the shopkeepers say that our Govt imports the same for a profit of 1 to 1.5 lakhs seems to be false. If it is false story the Govt should take an action against these shopkeepers. But one should buy those products without expecting the refund in 21 months or so. Because getting 6 products for about 7000/- is not a bad deal.

I also went to jammu for holiday and same happened with me. I paid 1600 Rs. at that time and rest is paid when i got the material through VPP. I also want to know is this true, is Govt. really giving this offer? This offer was so lucarative that almost everybody took this offer.
Now I am really worried whether I will get my money back or not.

I also visited Manali in May, 2009 and bought 4-sets of Chingu blanket schemes from M/S Manali Super Market, Opp. Durga Temple, Hotel Highway Inn, The Mall at Manali. Their phone number mentioned in the cash memo is[protected], Cell Nos.[protected] & (Mr. Raju at No.[protected].
I am also the victim of their false promises. They promised that they would arrange free tour package for 4-persons (2-families) at Jammu & Kashmir sponsored by J & K State Handloom. They also displayed some documents authorised them by J & K Handloom to sell these things and arrange free tour packages to those who by four or more sets of Chingu. They informed us to communicate them after October, 2009 in connection with the tour packages.
But when we tried to communicate them over those phone number given on the cash memo, we got no response from the numbers. We tried several days and at several times of the day but in vain.
Although I have purchased these things without believing their promises that they will send somebody to collect these chingus after two years and the offer of free tour package. The Govt. should take strict action on these businesses who lure the tourists coming from all over the India and World. They are also bringing a bad image about the local people, tourism industry and the city as well.
So beware and stay away from these shopkeepers.

Blanket — refund of money
Dear SirIn winter I purchased a blanket from central market which is returned on the next day when it is found that it is not a good quality as i demanded specially .The shopkeeper did not return money back but took the blanket and he said that there is no provision of returning money.He gave me a receipt of Rs.2400/ and asked to come any day and purchased anything available in my shop in exchange of this money.He further told that he can not give money in cash however the situation.
Is this is Law to kept his blanket but not to give money back.Please help me.
During winter saeson me & my husband went to Manali for our honeymoon where we found chingu. We decided to buy & booked it with Rs.500. They offered very lucrative gifts as well as told us that our money will be reimdursed.

I have booked that kit in Bhimtaal from a store " J & k hand looms", on 10th of april 2010, the date of delivery was 18th april 2010, I haven't received the delivery of goods yet. kindly let me know that will the kit be coming at my place or not. My Bill number is 800

We have paid 10800 + 500 for it and are promised that we will get refund of 8600 on returning the main Kashmir blanket after 2 yrs. They also promised for J&K/Uttaranchal tour for 4 persons alongwith stay & 3AC rail tickets and Cab for 7 days.
Till date we have not received any document from them. They are not picking phone and if at all they are picking they are claiming that due to riots in J&K documents are getting delayed. I took this scheme (from Supermarket Handloom & Handicraft Emporium, Manali) in July2008.I have talked to them in Jan; 10 about the refund just to confirm .The person on the other side that someone will come after 21 months & collect the Chingu blanket & refund the money. But now its over 24 months from the date of purchase, no one has come & the number which was earlier responding; also has been switched off permanently.
I would like to take penal action against those who are involved in this fraudulent way of selling the things.
Pls somebody tell me anyone has got the refund or taken any action.

A similar story hapenned with me on 22nd september, though the scheme looked very unrealistic my parents thaught the blanket is good, and they took it.. i dont expect that they will ever return the money.. i think J&K government must take a very strict action against these fraudsters and i dont understand how can they run such fraudalent shops openly.. this is a shame for J&K government.. atleast consumer court should take very strict action against them.. atleast the consumers should file an official complaint against them in consumer court.. and united take an action against them.. Plz do write your email adresses in the comments.. so that we can take an action together.. this is not about recovering money.. but about removing fraud..

I don't think posting your comments on this site will also do any good coz i have noticed consumers had been posting complaints on this site for nearly a year but no action has been taken against this fraud. Infact this fraud works so systematically that these shopkeepers show you all the documents pertaining to J & K state handloom along with their photo identity and location addresses across India.
And the way these schemes are running so openly and has been ignored by officials, I feel it is a deep rooted corruption and many officials may also be involved in to it.
I hope that this FORUM takes this matter very seriously and take immediate action against these fraudulent schemes else I am afraid the consumers may started loosing faith in such forums.

Chingu is really a scam. It seems like, this is planned by very great minds and is spreads all over the Hill stations. I recently visited the Patnitop and CHINGU is selling all over the shops. The documents they show are just the adds and news paper cuttings, I had not seen any govt. order saying anything about chingu. Although they are showing the news paper cuttings about chingu, pashmina and its worthiness. Also, the membership form they are showing does not have any govt. seal.
When I asked the shopkeeper to show me their sales register, there was no sale which is 2 years old so I was not able to verify it from the previous buyers.
If this scheme is promoted by J & K Govt. then it should by published somewhere in the newspaper and can be found on internet.

the same has happened with us recently in last week when i went to patnitop with my husband for a holiday. every other shop is telling false stories abt Chingu and J&K govt scheme, which after seeing all this complaint are confirmed.

The same thing happened to us. I purchased 3 parcels from J & K Handlooms in Bhimtal (so called made of raw pashmina) and five other gifts. We have paid 10800 + 500 for each. I paid 10800 + 1500 advance and the remaining I said I will pay once I receive the parcels.
They said they will send the parcels within 15 days. It's already 1 month over I haven't received the parcels. I have already made more than 5 phone calls but they are giving some excuses or other.
Even if I receive the parcels someday I believe their stories of refund and tour are completely bluff. Just thinking how people are making money!!!

I request Govt. of Kasmir & Uttarakhand may take suitable action so that we will not allow this activities further to hurt our feeling towards Kashmir/ Uttarakhand tourism.

Is there any other way where we can report these frauds to Govt. authorities and they can take an action against these cheat people.
