The clerks of the department are sparing no efforts to harass the employees ;hiding information and denying them their rights.They demand MONEY for the legitimate rights of the employees.If not bribed,they threaten to cause some 'bigger loss'.They manipulate things working in-tandem with their clout in the entire department.The officials ,being ignorant,have become puppets in the hands of the clerks.They are made to hear the voice of the bureaucracy only. Consequently the 'little voices' never reach the 'big ears' .
The bureaucracy ought to be made responsible and accountable for their omissions and commissions.They must be penalised for their malfeasance.DEMOCRACY MUST BE RESTORED. The rights of the employees must be honoured.
