Landowner — ILLEGAL CONSTRUCTION

I am Avdhesh varshney. There is illegal construction going in property E-35, radhey puri, Krishna Nagar, Delhi 110051. land owner have started building a marriage hall for Sikh community people. The problems are :-
1.) He is constructing without a his map for the property gets pass through from MCD. I Know because recently i filled a RTI to know status of the property.
2.) his is additionally occupying 7-8 feet road property of government by constructing chaeja( balcony) on the both the sides
3.) he have higher-ed unskilled workers who are constructing that building with really timid structure, to save cost, which can fall any time.
I complaint to MCD for the matter whoes JE meet the concern property owner but nothing happened there after. please help me out with the matter.
