Loop Mobile — not given portability

this 3 mobile no. was used last 3 years, because of coverage problem in mumbai lowerparel,
we want to shift to other operator, but loop mobile says you will not get portability up to 3 month
My card expiry date is 3rd November, and my number is suppose to gone, there for we applied for portability before
12 days before.
please give me suggestion that IS IT A TRY RULE.
