Orange Telecom — Verify the details received from your bank

Hi,

Please note that I had recieved a message on my mobile that I have won $ 500,000.00 in the lucky draw for Orange Telecom for 2009, and I am asked to pay INR 21,000 for the delivery of $ 500,000.00, before the receipt of the amount I am asked to make the delivery charges payment in cash, so please advise if this is a fraud or not.
