Passport — wrong name and birth address

Nainital, Uttarakhand

Dear sir/medam
Im hemant kumar joshi my passport no is J8598625 and file no is DDNA02400411,
sir/mem there is some mistake in my Birth place address and my mother surname
for that i have meet with Passport officer and he told me that we cant help you...when i asking him for recheck my file he neglect me..and told me for applying new passport........
and i know that its a passport officer mistake so is there and low or process to complain it on high level to correct it.....
please help me....
