My wife's name has to be incorporated in my ration card, but she don't have a old ration card from where her name can be cancelled. I request you to suggest me for this

I went to ration card for change of name on january 2009, as insisted from the official there in Ambattur ration card official, i went for the gazzette Name change from Mr.Nagaraj.V to Mr.Nagarajan.V by paying 400rs for this, i returned for the proof of change for the ration card name change, even the Higher official Administrative officer also has signed my request but the lower official is been delaying for the past 4 months for just getting signature for the Administrative officer after entry in the family records
Even the lower official is not even patient enough to listen to the consumer and also says a day for delaying the work, in a country like india, this inefficient and sleeping officers must be taken to action, this delay has badly affected my personal progress in many spheres, whereever i go they ask for the ration card as proof of address
i request the concerned department to take immediate action for solving my issue and also for the others
