Regional Passport Office Delhi — Non acceptance of passport application form of my mother

My old mother has been going to passport office delhi for almost 5 times now and every time the person sitting on the other side of the table has some thing or the other to say. The latest is that he wants the reason as to why we migrated out of Kashmir. The world knows that we were forced because of terrorism to flee our home and now we are supposed to give it in writing in the form of affadavit. He also wants a proof that my mother has been staying in Delhi for the past 5 years. I dont know how we prove that. My mother is dependent on me as my father is no more and now i dont know how to prove that. Can somebody help me out as i no longer want me old mother to be subjected to this treatement any longer.
