Rna Builders — WATERLOGGING

This is with reference to the waterlogging in and around our building. I am resident of M/s RNA Broadway Avenue CHS, at Mira Road. Every Month at the end of the month, the builders are paying partial amount for STP and partial amount is paid by the federation of RNA CHS. This has been done for last 10 years.
There was dispute among our federation and the Builders, regarding the amount to be paid for STP. I would like to know why only the resident staying should suffer.
The point is the Club House is being maintained by the Builders. The rent which comes goes directly to his office. Which was not handed over to the residents as the society was formed, but it was kept with the builders. As per the Co-society rules, when the building is formed even small builder constructs a house and hand-over everything to the society residents, as what i have understood from our legal department, since i am also working as an engineer in reputed Construction firm. He keeps for at-least 4 to 5 years with him for only maintenance, as he receives 10years warranty from Vendors such as Waterproofing agencies, Lift agencies, etc.
So as the Club is still being maintained by the buuilders, it is his duty to contribute equal share for payment of electric charges, water charges, STP charges, etc., along with the RNA federation.
But always I, as a resident see the politics played by builders staff regarding non-payment of electric charges for STP, leading to choking of foul water in and around my building/premises, where i stay.
Even there is SAI BABA Temple outside my house, but seeing the foul water even GOD is fed-up with the things that is happening.
Many correspondences, including some meeting might have arranged with the builders, but no strong action has been taken. And it has already gone to deaf ears.
It does not look good as a reputed builder of this stature having so many projects of this builders in our vicinity, not concern about the residents of already constructed buildings.
Please it is humble request from my side to stop and take some concrete action regarding the choking of water every end of the month so that all the resident can live happily and stay healthy
