[Resolved]  Rto — Irresponsible and biased behaviour

I went to Pimri Chinchwad, Pune RTO today along with one of my relative to get learning license for driving 2 wheeler. When i gave all my documents to officer for verification, to get a signed copy to go to next level, he started asking some irrelevant questions to me like explain what is Rule no. 122. As i was unable to answer, he wrote on my application that you don't know rules & regulations, come again next week. I was the first person, to whom he asked any question and rejected my application straight away. After me, my relative go ahead and submit documents, and same officer signed & verified his documents with in seconds without asking any single question.

I didn't understand any reason for his behavior. And all persons standing near to me, who saw that happening, were equally shocked. One reason could be difference of my permanent address (Delhi) and present address (Pune), which led him to go for this biased behavior.

Another reason may be, as my relative was going through an agent (broker) and i was going directly, it makes that officer angry that they are unable to get any commission from my pocket and that's why he started asking non-sense questions. Also i am 100% sure that these questions are asked at time of driving test while issuing permanent license.
After this, when i go and meet RTO head officer and explain him everything, he said you shouldn't say anything like this. He is a senior officer and you should know all rules. At last, when i keep him asking, he shouted and asked me to go out of his cabin. I came again and asked him to give me a reason in written that you have rejected my application for so & so reason. He became furious and started shouting unnecessarily. I came out after sometime, but wanted to teach them a lesson, which they wont forget ever.

Could you please tell me what should i do? I want to teach all of those corrupt & useless minds a lesson.

Brother, they are completely insane.. even worst than animals..
they should be punished properly.. may god give strength to every common man, who has become habitual now of all this corruption and misuse of money & power and also stopped thinking anymore for this country, so that we all came out united and raise our voices against them.

Hi Aakash

Since he is trying to snare us in Rules and Regulations, I think we can consult a lawyer for what should be the proper reply for such cases. As normal citizens we wont be aware of each and every Rule mentioned in Motor Vehicle Act and also its not easy to remmeber it number wise. I[censored] have any lawyer stays near by u can ask his suggestion that what should we do to tackle such situations

Hi Akash,

Even I faced the same problem to get the documents verified from the officer who told me that documents are not proper but when I went to broker he told me that he had made the driving licnese for some of his clients on the basis of same documents. I know the reason of rejection of document verification is again same that here also they won't get any commission from me.

I also want to fight against this so I am bringing the more document and fight till i get the driving license without paying commission to them.
One thing I forgot to mention that the place I faced this situation is again - Pimri Chinchwad, Pune RTO and I came to know that this situation is quite better in Head RTO office.

The incident narrated by the citizan is sketchy and does not provide enough material to do backchecking.However, if anybody comes across such behaviour, he should contact Deputy Regional Transport Officer who is incharge of the office for help.In case he is not attending, contact the Regional Transport Officer Pune who is regional incharge.The contacts of all these officers are available on the website www.mahatranscom.in .
Preliminery test of the learner's license applicants is nessessary as per rule 11 of the Central Motor Vehicle Rules.We are shortly opening a computerised learner license test facility at Dy RTO Pimpri Chinchwad similar to that at RTO Pune which will help us to test all candidates without any bias.

The Rickshaw meter fare is excessed and also the drivers charge extra for the fare by confessing that the rickshaw meter is fast by 5Paise, when asked to take to the nearest RTO office he refused.The rickshaw was of Malwani, malad(w).MH 02 UA 4567.As this is with all the rickshaw fellows.Please take strict action in regards to this..A Humble request.
