Rto — Why electricity bill is not accepted as valid address proof for driving license.

1. There is no RTO option in Category of complaints.
2. I filled online form for applying driving license in Navi Mumbai. However what I observed is electricity bill is not accepted as valid address proof. Why is this the case that electricity bill is not accepted as valid address proof. only LIC policy, Passport and electroll roll are accepted as valid address proof. However to apply for these things electricity bill is accepted as valid proof.
Applying little logic while creating process makes that process real useful.
