Scholarship — demand money for scholarship

i am a student of bhabha institute of technology aonha kanpur dehat. i am a general category student of b.tech . i submitted form in my clg for scholarship and scholarship.nic.in site shown my scholarship 48500Rs. but college management and mr. ajab singh demand 15000Rs to all students for transfer my scholarship in my account. so please judgment for this critical case please sir please.
