Soft Drinks — Extra amount taken over the MRP for cooling

I am a resident of Dadar West, Mumbai. It has been found that shopkeepers are charging Rs.2/- extra for softdrinks over the MRP. The reason given is for cooling the softdrinks and the Electricity charges have been hiked by the BEST. Since the Govt requires all citizens to pay according to the MRP, why have the vendors started this illegal practice of charging Rs.2 over the MRP. At some areas it is also charged on Milk. Can we find a way out to stop this practice. The food and administration is also not controlling too well the Milk prices as Amul has been raising the price every two months by Rs.2/- while other companies are not. Can this too be looked into.
