Student — Issuing of Hall ticket

I have a best friend who is studying MBA at KITS College, Warangal. He used to be busy with his part time job , i.e., Shares Business. He did not have the attendance. He applied for the MBA IIIrd Sem examination. The University issued Hall ticket. But, the KITS college management did not give the hall ticket to him as he is short of attendance. He had 5% attendance, so they said hall ticket will not be issued. The same college issued hall tickets to the students haviang 20% attendance. Is there any reservation of not issuing like this? He lost 5 exams already in IIIrd Semester, so he has to wait for one year. He is actually a Management Quota Student who paid around 1.6 lakh. With out issuing any letter or any notice on college notice board, how the college can take an action like this. It is so frustrating because, the college should have to sent a memo to the student and they should give pre-caution. And one more thing, to issue hall ticket the college management should show the attendance to the university. University will not issue hall tickets if the student has less than 60% of attendance. But, the university had issued hall ticket, but the college is showing this cause. As a result, my best friend lost one year in academics. Is there any provision to fight against this sensitive issue. The college, with its rules and regulations can take action. But, they are lacking the humanity that they are wasting one year life of a student. So in this regard, i request you help in the case.
