Tata Indicom — Charging for VAS

I took the connection of Tata Broadband with an initial installation cost of 2100/- and took the 750 kbps unlimited plan. (@ 1550/- per month+Tax). But now, it is showing my billing for the first month as the monthly amount +2000/- extra for VAS which I never asked for. They have charged me for this for assigning me a static ip which I never asked for. I want them to correct this additional charges as I did not ask for these VAS that they have charged me for. Moreover, the person who came for installation has stopped picking up my phone and is not available to answer my queries. I would request for immediate correction of this unjustified billing, failing which I shall be forced to cancel my connection and even go to the extent of going to the consumer court.
