Corporation Bank — torn currency in atm machine

I withdraw rs 9000 on 17th sep. 2017 from. Corporation bank atm. On recieving money i was surprised to find fully torn note of rs 2000 further joined by cellotape, there is no guard on that atm and i use paperless transaction so i have not any transaction slip. When i go to the nearest corporation bank branch than they said there is no any rule to change the torn currency and loading cash in atm is not bank's work it's a private company's work so what can we do and they refused to change my note.
Now can bank tell me what can i do infact i give rs.20 as transaction charge from. My account.
