Council For The Indian School Certificate Examinations [CISCE] — That my school is telling that if I didn't pass in pre-board exam then they will not give the admit card for class 12 board exam

I am a student of the st.xavier school malda in class 12. So the thing is that i might be not done well in half year exam so my principal said that she need to talk with my parents and also said that if my parents didn't talk with her then i will not be able the sit for the pre-board exam which start from 6th December 2023, she also told me that you will not get the admit card for class 12 board exam.
She also mentioned that we have to do what council order
