Cpc Banglore — tax refund delay

I am complaining about the non-receipt of the it refund amount of rs. 58390/-that was sent to the bank by the it department, bangalore under refund sequence no.[protected]. It was already more than 04 months delayed but the refund amount not yet credited to my bank account. The hon'ble prime minister mr. Modi in his speech in texas /usa the it department is refunding the amounts on a weak day the quick you file the it return by 31st of march every year.

In my case why the delay is taken place and how long would it take for refunding. Am i rely upon the speech given by mr. Modi or the it dept. For their delay.
I am to celebrate dasara and in need of money. On viewing my message early action for refund is solicited without further delay.
