CPWD — unfinished construction work (boundary wall)

The cpwd contractor started construction of boundary wall at my house no. 1089, sector 12, rk puram last wednesday. After working for two days, the workers left the work unfinished saying that their building material had exhausted and they will re start the work after one or two day. But, now at least five days have passed, but the work has not been re started. It is a very filthy condition where broken concrete material is scattered, bushes have been kept in the ground, broken bricks can be seen every where.in total, house is highly exposed to passers by and street dogs. My question is that - why a work should be started when there material is not available? I request the concerned officers to kindly pass suitable instructions. I am also the president of rwa, sector 12 (House no. 1073 to 1160). Bhuwan kumar joshi

The poor condition of the unfinished work can be seen through the pictures which are pasted below (6 photographs. CPWD officers are requested to take such incidents of carelessness seriously, after-all it is affecting health and living condition of the occupant adversely.
