Cybernet Data Solution — charge poor people like me

I have registered in cyber net data solution company but for electricity issue i can't submit my forms so they called me and told me that i have to pay 4999 rupees otherwise they charge me 90000 rupees. But i am unable to pay that much amount. Please help me out of this case sir. I am belongs to a middle class family.
