Delhi Transport Corporation [DTC] — Not stop the bus on bus stop bus conductor

Respected Sir,
I know that the women have free service in the DTC service. But it does not mean that the bus driver will not stop the bus on the bus stop.
Most of the time i saw that if a male passenger is standing at the bus stop then the bus will stop other wise bus will not stop.
