Delhi Transport Corporation [DTC] — Ticket not given by the conductor

Today at 2:58 PM, Route no. 721 and bus number 0977 . I have given the ticket fare but the conductor refused to give me ticket, not only with me, there are some other people's whom conductor did not given the ticket after the har given the fare . Please resolve
