Dg Shipping — Not able to cancel my previous appointment and not able to take a fresh one

Respected sir, Iam not able to cancel my old appointment as it is stating that your application is under process.
I want to take a New appointment, I already have paid the fees twice.
Please help me out so that i can take a fresh appointment.

This is a most recent complain from all of my friends too they are doing it on purpose to get the money out from the seafarers and steal the money from them. They are not doing their job properly they are blocking several SID application and they are showing errors asking to pay again.
Any solution for thus sir?
