Dilip Kumar Biswas — Filed TDR for train late more than 5 hours but refund declined

I have booked a train from Tatanagar JN. to Shalimar on 16th May, 2023. But that day the train was late for more than 7 hours and so filed TDR on that same day as I did not travelled in that train.
As per Railway rules, If a train is late by more than 3 hours and if passenger has not boarded that train then they will refund the full amount of ticket. But they declined my TDR filing and showing TDR Repudiate status.
I did not travelled in that train as the train was late by more than 7 hours, and and its my hard earned money so please look into my matter with your serious concern, its a humble request so that I get my Refund Amount.
