Doorstep Express Delivery — Parcel/box

I am from jamaica and my facebook friend from the uk told me that he was sending me a box with a cellphone among other stuff to me in jamaica. After he made the shipment the next day i got a call from the customs in india telling me that they have the box and asking me to pay 550us before i can receive the package in my country. I sent the money and they next they they said that while scanning the box they saw a large amount of foreign currency in it and that the sender or the receiver which is me will have to have a anti money laundering certificate or send them 1300us to get one so they can deliver the package to me. I now feel like this is a scam. I want to know if this shipping company makes deliveries to jamaica or the caribbean and if you guys normally collect money from the receiver before the package is delivered??
