Dr. C.V. Raman University — Not giving back Original TC CC Migration submitted at the time of admission even after admission cancelled

They are not giving me my TC CC Migration which I submitted with registration fees of Rs. 2, 000. Now I'm not asking back my registration but they are saying that I have to pay full semester fees i.e. Rs. 5, 000 and only then I will get back my Certificates. But I didn't even attended classes or filled exam form. They cannot keep my certificates like this, it is my property.
