Dr. C.V. Raman University — Not giving me TC Migration Certificates instead of taking fees 700Rs by DD and demands 5000 Rs extra

I have applied for my Transfer Certificate and Migration Certificate by post on 11 November 2020 but four and half months passed I did not receive my certificates due to which I am suffering greatly and my further Research work has been obstructs in my P.hD degree
Anil Gupta sir and Kamlesh sir both are not giving satisfactory answer and Center head Jitendra Rathore IILMT UJJAIN demanded
Five thousand Rupees for TC Migration.
If both these certificates will not reach
my home with in next ten days then I will take strict Actions including Complaints in different departments of Government of India and I will go for Strict Legal Actions.
