Driving License — Driving license not recieved

Dear Sir, its been around 45 days i have applied for permanent license and recieved a reciept in which the date i.e[protected] was mentioned to collect it from authority, but its painful to say that i have not recieved my license till the date. every time i visit office they ask me to wait and no further actions have been taken by them. it becomes very difficult for a person to take leave from office and go everyday to license authority and after that they do nothing. please help me as soon as possible. my license no. is 88451/2015.
