Dto — I have not received my DL

I have applied for the DL a year back, but still I have not received my DL. I got my DL in Digilocker app. When visited to DTO office they said to purchase a receipt of Rs 450 for the same issue. I need to know why I have not received even after following all required process. And also what is this receipt for?
