Ebay.com — Sold Fake phone and not Refunding

I bought a phone handset from eBay.com. Handset was a fake & non functional model. When raised a complaint through "Money Back Guarantee" . for which the seller agreed to Refund Full amount with Shipment charges. But eBay has closed the issue without any reason. I don't understand this, when seller is ready, whats eBay's problem in retuning my money ? Shame on you eBay.
